Having taken possession of the Canaanite lands and allocated it to the various tribes, Joshua is now told to appoint cities of refuge that God had promised through Moses. In this past week we have all been shocked and distressed to see pictures on our television screens of people fleeing the war in Ukraine and seeking refuge; but where do we find our ultimate refuge and rest and how does this passage speak to us simultaneously of God’s justice and mercy?
